I think generally the problem was that the most top-voted issues were things that most people already knew about, such as 313&314 that were infamously unfixed for a very long time. So, the feature didn't end up that useful, because it didn't provide much meaningful signal that wasn't provided in other ways.
Possibly another issue is that votes do not degrade with time, so an issue that got 50 votes 5 years ago is probably not as important as an issue that got 20 votes last week.
(though we need to figure out why it failed before)
Maybe the top-voted issues weren't so popular and we might solve this by showing the top10 highest voted bugs on the respective project dashboards?
