Bicep refactor/header sections #156

Refactored HeaderSections and updated corresponding jest tests. Still would like to further refactor HeaderSection.

Motivation and Context

There is a need to create additional views in xplore dashboard and decoupling of HeaderSections from data is needed.

How Has This Been Tested?

Jest successfully completed and rewritten to reflect the refactoring.
