ENH : upadate AREG_IOS on windows #99

Hi @allemangD !

Hope your vacations are going well! Nothing urgent, I'm doing this pull request before I forget :) I've made the change to make AREG_IOS available on windows using SlicerConda. Can you review it and if it's ok merge it ?
