On the UNO it's a matter of RAM. If you do not define any turnouts and keep an eye on RAM consumption you could have more than 20. On the Mega we did choose 50 because it sounded good and because feel that a refresh loop with 50 locos will get all decoder info refreshed in time. But you could make this number bigger an test what happens with say 100 decoders active. But we have not tested that at all. The 50 we have now is definitely more than the origial 12 supported by Classic. You can ask your running sketch with the <#> command and it will tell.

Followup: How many mobile decoders do you think you will need to have active in your system (max number of decoders during one operating session)?
