bulk interchain asset registration on Agoric #38

"add the following interchain tokens to Agoric vbank" with a list of options populated from the chain registry

For bonus points, confirm the IBC channel info in the chain registry using queries.

This would motivate (require?) modifying the "add vault collateral" and "add PSM" features to work with existing vbank registrations; for example, having a checkbox for yes/no "register in vbank too".

I like this idea. Also interested in a x-over with https://github.com/agoric-labs/ag-power-tools/ where this could entail less "free coding" and a service contract of sorts that can abstract the CoreEval to a few lines of code.
