theme: when editing a dataset, only the license choice and private choice should be visible #22

Everything should still be visible to an admin.

Otherwise the user would be confused by all the options.

Also hide the "Resources" for non-admins in the "Manage" dialog.

Except for the organization combobox, this is implemented in 0.17.0
