Addresses issue #7

Merges in suburb fork of pol.is by @sirodoht
- Numerous code clean-ups
- Working Cypress tests (with caveats)
- Migrates client-participation Gulp build to Webpack - changes by @patcon
Further changes to remove node-sass so that the code can run locally on an ARM Mac
Moves Docker deployment files into deploy/docker directory
