Do we need to collect any ECT and/or mentor details from CIP only schools (not eligible for DfE funding)? #350

Why?

Currently independent schools that are not section 41 approved and British Schools Overseas can access the service and register ECTs for training, even though they aren't funded by DfE. We need to consider whether these schools should still be able to access the service in ECF2 and what details we need from them
