This PR adds four scripts to ingest observation data from Profiling Floats, Drifter Buoys, Gliders, and CTDs sourced from the CMEMS Global Ocean- In-Situ Near-Real-Time Observations dataset. An additional script is included which will initialize the observations database by downloading the CMEMS data from the historical dataset and ingest it. Small changes were made to the track window component so that the data could be displayed
