Updated snotel file. #21

Added the metloom example in a separate file to avoid conflicts. Added the DEM download notebook and a new json file for the Skagit boundary that has just 1 polygon.

Nice! I made small commit to re-organize and keep pixi on par while validating. But looks good and will merge in.
