Add support for BufferTokens in TriggerDecisionEmulator.

Note that this should be merged after https://github.com/DUNE-DAQ/dfmessages/pull/14 but before https://github.com/DUNE-DAQ/dfmodules/pull/39 (so that the testapp_noreadout configuration works correctly)
