Fix off-by-one CNR channel ranges in vdcb2_tools #16

The CNR channel ranges in vdcb2_tools.fcl (transferred from vdcb_tools.fcl) are missing the last intended channel, e.g. "ADA4_U:0:61" which includes channels 0-60 was intended to include 0-61 and should be written "ADA4_U:0:62"

The ranges are fixed in the committed change.
