Nether wart is lost when player attempts to plant it on untilled soul sand

Bug Description

If soul sand is not tilled (with a bone hoe), and the player attempts to plant nether wart, the nether wart is consumed, but not planted. No warning messages or guidance messages are generated either. An observant player may see the achievement in Age 3 for the hoe. Most players won't. I discovered this in Age 5. Without any "Soil must be tilled" messages, I had no idea why I couldn't plant it. The achievement is nice, but I think a chat message should be added also. And obviously, the nether wart should not be consumed. ### Did this behavior use to work in the previous version? Doubtful. ## Steps to Reproduce (for bugs)

1.Place Soul sand (in any dimension) 2.Right click top face of soul sand with nether wart 3.Observe that the nether wart is consumed, but nothing is planted.
