Governance fails at producing cohesive, strategic decision making and resource allocation #6

Dash's governance system is a double edged sword.

It allows us to come to consensus on controversial issues, protects us from centralized take over and corruption, and allows us to avoid contentious hard forks.

But on the other hand, it's our largest liability. It forces a group (which by definition are not qualified) to make the business decisions. The result is egregious spending, fragmented decision making, and a failure to act strategically. This puts Dash at a huge disadvantage when compared to projects that have more focused decision making structures.

Dash's governance is fairly primitive at this point. It has hardly been changed since it was originally developed. Many new ideas and improvements have surfaced in the realm of decentralized governance, and Dash is due for some large improvements.

Cardano built upon Dash's governance system, and improved it by lowering the barrier to entry. Anyone who holds ADA can stake and vote with it. https://cardano.org/governance/

Polkadot took it even further, everyone with DOT can stake and vote, except that Polkadot introduced a council to represent the DOT holders. https://wiki.polkadot.network/docs/en/learn-governance

The topic came up again here (long thread) and here.

The new idea is to have a proposal for creating a Dash experts group that communicates the strategic priorities, its opinion on proposals to the community/MNOs so they can make an informed decision. This is effectively a lightweight version of townhall that doesn't require any changes to the existing governance system or protocol.
