disabled flickr tokencache writing to disk #4

Addressing #3

This fixes a lot of headache when trying to install ckan-galleries in a datacats docker-based environment, where the tokencache's default path lies within a read-only docker container, which suffers from the underlying filesystem aufs's permission handling (restricting write access too enthusiastically).

This problem was solved on the docker/datacats end. Closing this PR as not required any more.
