Add required entries for Chandra to utils.py #1238

The first task is to add the required Chandraentries to the top-level utils.py - off the top of my head that is:

  1. Allowed instruments entry
  2. 'pretty name' entry
  3. Template for a Chandra section of the xga.cfg file [start simple - ACIS event list, ACIS image file, attitude file, and regions]

Double check that is all the places in utils where telescope-specific entries/behaviours are.

Then you can run XGA to generate your new config file with a Chandra section, and fill it out to point at the test dataset I made.

When you run XGA again, check the CENSUS and see what is shows
