Allow setting a minimum size for transferring a file to download manger. #13

Most of us use download managers for downloading larger files only. Maybe there 
should be an option to set a file size, so that if file is smaller than that, 
it would be downloaded by chrome itself, else it will be transferred to the 
download manager. Seen this in similar programs.
