Updated impairment & added a new feature into Vehicle Options

Impairment:

Moved fun options into their own ImGui. You no longer have to turn off everything before removing impairments. Unchecking drunkLoop or pressing the remove impairments button will cleanup everything and uncheck all impairment boxes.

Vehicle Options:

Added a small script to the Vehicle Options tab. The original script was made by Harmless05 and I made a few tweaks to it so now it only works if you're inside a car (no boats or planes).
