Requirement Description: Check the image- you will see beside the lower skills there is 3 dots if we add a tool tip "more skills"

Some directions

  1. Go to https://devalopers.herokuapp.com/
  2. Click on "talent" in the landing page
  3. Notice the (3 dots) in the talent box details as shown in the photo bellow

Required add a tool tip "more skills" when there is 3 dots
