Improve docs: Remove duplication and restructure how-to guides

Part of the documentation cleanup for https://github.com/DiamondLightSource/mx-bluesky/issues/578

In this PR, I have:

• Removed the default tutorial for dev-install, as we include better instructions in the mx-bluesky getting started page
• Moved the section on unit test performance to tutorials (see https://github.com/DiamondLightSource/mx-bluesky/issues/578#issuecomment-2473654058)
• Group a bunch of dev-ops how-to guides (like how to build the docs), to avoid cluttering the main page
• Remove section on static-analysis using mypy
• Removed reference to black
• Minor rewordings and typo fixes

To test:

• From the mx-bluesky virtual environment, run sphinx-autobuild path_to_docs output-dir
• Once built, open new docs on http://127.0.0.1:8000
• Compare with https://diamondlightsource.github.io/mx-bluesky/main/index.html and approve if this PR is an improvement
