Create tool for inititative field validation & assignment

We need a tool which can take a csv file of data about initiatives and

• Evaluate if we already know how to interpret this data
• If we can't fully interpret it
  • make best estimate of how to interpret it
  • allow user to evaluate different interpretations
  • provide interface for user to easily
  • create simple rules to enable auto interpretation
  • edit existing rules for interpretion
• Export a '.interp' file which can be used by the linked data publishing scripts to publish data from future files compatible with this structure.
