Introduce Service Activation / Service Checkup Requirements on Service Activation Link in Service Directory #41

Add framework for doing a "activation/checkup" check on the requirements of a Service when a user trys to activate the service / load the service's form. Service should not allow activation if the user does not have the proper activation requirements.
