set content language to `en-US,en` #50

intl.accept_languages uses the language of the device Forced change reverts back to the original Could you lock this pref?

This appears to be a Fenix issue where it keeps overriding the setting.

Also locking it might work, but then would prevent those users who do want to set their language.
