Add a setting to customize countries which we accept phones for #501

Add a setting to allow us to customize which country codes to collect phone numbers for, rather than hardcoding it in the helper function.

One question from @mikefantini – if we remove Brazil and Mexico from our "global countries" array (so we don't collect phone numbers for them) and set the same MailChimp list for each country, will we have a consistent experience between all countries?

I think the answer to this is "yes"!
