Added Apply for placement page #11

I have Added two files for the page Apply for placement page.

  1. (src/modules/PlacementCell): applyForPlacement.jsx
  2. (src/modules/PlacementCell/components): JobApplicationForm.jsx

talking about functionalities after filling all the details student will get message that application submitted successfully and ui is same as mentioned in issue.
