[Feature Request] Download/update filter lists from GitHub #5

Simply put the idea of packaging the filter lists into the binaries is not ideal. This means people have to grab a new version of subclean every time they want the newest filters.

Conditions:

  1. Filter lists must only be downloaded via an --update command
  2. The save location of filter lists must support linux, windows and macos
  3. The filters should only be updated if the GitHub version is different from the stored version
