Add ext-pcntl extension requirement check #111

According to the pcntl extension introduction reference, the pcntl extension should be checked during composer install command executing. This extension is available for Unix-like operating system.

At this point pcntl is only used for the QA tools in "dev" and it was checked there. If you don't require the development tools like on a production system, the requirement for pcntl is not there.

I don't recall using pcntl functions in the Vies codebase.
