Contribution: Get and Use Location of SetEvn.Cmd #13

I created some code that should allow the location of SetEvn.Cmd to be set as a 
variable. This works on my system, and it should work for all versions of 
windows provided the registry key has the same location. Let me know if it 
works for you.

Is this a good place to put code contributions, I wasn't sure?

I imported the patch in r33 and confirmed it works correctly. Thanks you for
