This is a rewrite of the announcement daemon service

Rewritten into kotlin
Overall better and more efficient code
Uses new abstraction layer I've been building so it is no longer coupled directly to google calendar
Natively supports multi-cal when it is fully implemented (sooooooooon)
removes the deprecated "info_only" field in favor of using new guild announcement styles
Uses new announcement embeds

Still needs testing
