Add ability to "publish" or crosspost announcements when they are posted in news channels.
This is a patron only feature, since it is not needed for functionality, but can be nice for larger communities or when having multiple servers.
For example, if there is an esports league posting announcements for games, teams can subscribe to a news channel that the announcements are posted in so their players will see the event announcements in the team server.
!a publish while editing or creating an announcement will toggle the setting and it is visible in the editor embed.
