ARM cross-compilation #50

It turns out the rasp pi isn't powerful enough to compile srsLTE. Next step to try and get it working on there is cross-compilation on one of our laptops and then trying to run it on the pi.

This is technically working as of https://github.com/EFForg/crocodilehunter/commit/778ebd41f2a2a1d01950d2f356f41947e5b9a8f5 but its really slow and doesn't seem to find as much as it does on the laptop which is concerning. This could be a power issue or a lack of the necessary CPU power but I'm not sure how to fix it. Tabling this issue for now.
