Tooltip bug with emf_autolander decision(s)

This is happening with at least one of the two versions of the Grant Recently Acquired Land decision (could be the high-prio one, the low-prio one, or both), but I only saw this while in singleplayer, so I don't know if the other 2 counterpart decisions for multiplayer are also affected. My guess is that they are, since they use the same boilerplate for the tooltip generation.

Additionally, notice the County of Ravenna: scope change prefix. This is redundant with the actual tooltip, and prior to CKII v2.8 nothing could be done about it. However, we now have show_scope_change=no which, while it still won't be WAD on 2.8 due to 2.8 not supporting show_scope_change=no for any/random scopes, will indeed be WAD once 2.9 is released.
