Establish Storage Controller following concept and first setup for Workspace Controller (golden path for EOEPCA-Demo cluster with minio)

follow concept and first setup of workspace controller to be used on EOEPCA-Demo cluster with minio, i.e. state claims to

• create 2 minio buckets (as example to hold "stage" and "results" data)
• a minio user with credentials
• proper access policies

and expose the credentials as secret in the corresponding namespace
