Provide READMEs for repos so that anyone can raise portals

In order to get less friction from new contributors we should improve the readme with the steps to run the project in local

I changed the name a bit to make it more global for the entire project, and so that we can create this in a block.one fashion of just open-source software, that we happen to also be releasing initially.
