[TimingModels] fix timing model library and retrieve logic #145

9dbd9db introduces the handshake version of all arith units in Dynamatic. It overlooked that the timing model library should also be changed. This PR fixes that.

Testing:

Currently running FPL22 buffers on all VHDL benchmarks.
