WorkLog constraints #24

We need to add constraints to hours for an employee:date based on data captured by/imported from clocking systems. But in some cases we might want to make them soft, and still allow submission even when the timesheet data does not respect it (and flag the worklog in some way). That should also be configurable.

The constraint shall be soft, flag oriented.

OK, so after the discussion, we reached the conclusion that the constraints will be used to alert timesheet reviewers in the case that the worked hours don't match. No enforcing is required for now.
