Update mpas-framework to enable FullyCoupled compset #4

To get the fully coupled model to run the mpas-framework external has been modified to match more closely to the MPAS-A framework.

This is a draft until PR#1 in EarthWorksOrg/mpas-framework is merged into its 'earthworks' branch and tagged (should be mpasfrwk-ew0.1.002).

EDIT: just as I wrote this, I saw the approval from Don for the other PR.

@areanddee and @sherimickelson adding you both as reviewers for these next few PRs we'll have today and tomorrow. Just more to make sure you both know what we're merging.

Force pushed so this branch incorporated PR#1 changes and to fix typos in commit messages.
