adding/fixing jp assets for new HQ update and commission
flag needed for jp commissions that shouldn't affect EN

JP should be all stable with the new flag in commission module.

Thank you for updating the assets. As for the flag, for EN right now it might be useless, but I think it will be needed in the future since a grayed out "complete" instead of a "ready" doesn't make much sense in my opinion and, as you said, it doesn't affect the correct functioning of the module, so it's fine to add it.
