Greatly reduce/limit headsets? Greatly reduce station-bounced radios! #267

How about reducing the headsets that are available, so that only some jobs
get them, and have a very limited amount of 'unclaimed' headsets on the
station?

This will make intercoms much more useful and also make it so that someone
with a headset won't scream bloody murder the second he suspects something!

Instead, he has to manage to crawl to the intercom for help (if he doesn't
have a headset).

Limit headsets to captain, security (NOT forensics!), HoP, HoR, and (maybe)
doctor?

Intercoms will be a lot more useful for stationwide communication.

Also, remove almost all station-bouced radios, on that same vein.

Maybe have only a very few SB radios spawn, and NO unclaimed headsets spawn. 

SS13 will then become a lot more fun to play both as traitor and not traitor.
Think of the intrigue!

this does seem like a good idea although (heavens) we'd have to get rid of 
persh's
stupid separate intercom frequencies.

I disagree with removing/reducing headsets, given the very social nature of the 
game.
Not everyone requires a station bounced radio however...

Personally I think bounce radios are criminally underused. Maybe uh randomly 
give
people a type of radio or let the higher-ups have the hands-free version. Ooor 
the
bounces could be used from the belt (reach down and hold button) but have a 
chance of
garbling/picking up surrounding voices, sounds

This brings up another idea though: 
Perhaps events that would screech, clatter or bbzzap (bsssszzerp actually and 
every
time I use a taser :D) could get a message and picked up on an open mic? 
This might improve AI spying as you can't really tell whats going on even though
you're looking right at them, and add some atmosphere..

 At worst the airwaves get slightly more crowded, but it could be something small and
italized.
