Add (minimal) meta information to install as a Chrome Extension #326

A very basic set of files to allow EHQ to be installed as a local Chrome Extension.

Thanks @matAtWork . Unfortunately, the next version (v3.0) of HQ will be Angular frontend and Python backend, so this will likely not port over.

...damn! Being in a browser was nice. Why the server?

[update] I just read the announcement. I can see where you're going (Kibana is a lot of effort for both devs and users if you just want a slick alerting and management solution), so I can see why you would go that way, but personally I'm going to miss having a client-only solution.

Anyway, good luck with v3. Upto you if you accept the PR into v2 - I won't be offended if you don't

I agree, but running as a server allows for preserving state, so users can track historic performance. The plan is to also add rules and alerts, users/roles, as well. Having it running 24/7 allows for this.
