CLI: Allow to specify all fee rates in sat per vbyte #6915

Issue and Steps to Reproduce

Even after some weeks I still regularly peek into https://docs.corelightning.org/reference/lightning-feerates to not make a mistake when specifying fees. I claim that bitcoin world runs on sat per vbyte, so lightning-cli should acknowledge that and additionally offer pervbyte in addtion to perkw & perkb.

Can be done on cli-level only using perkb.
