Short-circuit spam checks if spam_time is <=0, Disable passing commands through channels. #17

Not sure if you'd prefer a boolean or a 0/negative value for disabling spam checking, but need some facility to short-circuit spam checking.

As for commands, players were able to do /nc /suicide to kill themselves and not drop items. Very strange bug there

The repo here doesn't seem to be maintained anymore! But was taken over here
