A quick note here that for the state models, we calculated output by state using BEA data and a methodology outlined in IMPLAN’s documentation. This may be helpful for calculating the sales tax averages.
If we can’t find any other data on a national weighted average sales tax, we may need to sum personal consumption expenditures by state and sector and compute a weighted average sales tax rate that way. We also would need to explore whether or not business are subject to sales tax on business purchases. I think they might be but also that they can deduct purchases, including sales tax, from their own taxes, which would effectively make them exempt.

Just a reminder to finalize the data in VoSTR VAT or Sales Tax Rate for the 3.4 release.
It already has real data based on the average U.S. sales tax rate, but it probably should vary for at least a few ISIC codes, for example, setting it to zero for education and government services.
