PostgreSQL installer will not open #162

I download the installer and run it, it give me the prompt to allow it to make changes but it never does anything after that. When I try to delete the installer from my computer to try again it says that it is in use and cannot be deleted. Even when stopping the task with task manager I am still unable to delete the installer and try again.

I restarted my computer and it worked for whatever reason.
