NTRs: [air, water, ...] quality #140

Create new branch in ENVO describing entities that may be used in indicators. These are distinct from PATO-like qualities

Examples of air quality subclasses include the measures of air quality, e.g. "X milligrams of CHEBI:Y in some volume of air".

These classes will be linked to benchmarks and baseline measures.

baselines will relate to the initial conditions in some particular setting from which one can infer progress.
