update-flake-lock github action lacks permission to post PRs #651

This github action has been broken for a few weeks now. (Possibly caused by @mrain refactoring of this repo into many Rust packages?)

The admin gods have bestowed the necessary permissions on the necessary actors. And lo, the problem is solved. 🙏
