The repository includes multiple versions of "Helm Charts for ArcGIS Enterprise on Kubernetes". The Helm charts do not include a license agreement anywhere in the sources, so it's not clear if they can be redistributed.
Currently the Helm charts are distributed through My Esri and are not published to any Charts repository.
To work around the licensing issues, instead of including the Helm charts, the repository should provide instructions on where the charts can be found and where they should be extracted in the repository's file structure.
For example:
Download the ArcGIS Enterprise on Kubernetes Helm Charts package archive from My Esri and extract the archive to aws/arcgis-enterprise-k8s/organization/helm-charts/arcgis-enterprise/<Helm Charts version> folder in the repository.
