Referenced web page in tab cannot scroll on iPhone #18

This is a mobile UI issue. I referenced a web page in one of the tabs. The web page show up fine, but I can't scroll or pan the page. I had to change the device orientation to landscape and then change it back and then I am able to scroll down. My phone is a iPhone 6 plus running ios 9.2.1
