fix: create go module and remove dbus

TL;DR I cloned this repo, followed the instructions and got bit by the latest godbus/dbus being incompatible.

• Remove it entirely by making the systemctl units depend on the network target: see https://www.freedesktop.org/wiki/Software/systemd/NetworkTarget/.
• Pull "last successful at" from suspended.png mtime.
• In ~> 2.6, the tablet requires a restart to pick up on the file change, so there is probably another issue that needs solving.
