Implement charge exchange via tabulated data in examples/SimpleSOL/2DWithParticles

We need to have an implementation of charge exchange between neutrals and plasma for the 3D3V milestone. Let's start by implementing it in a new branch on top of examples/SimpleSOL/2DWithParticles, which is a working example that showcases interaction between NESO-Particles and Nektar++.

Thoughts:

• Tabulated data in NetCDF format with metadata, provenance etc.

TODO

• Generate an abstract (pure virtual) rates reader class and inherit from that to read in csv.
• Load 2 arrays of numbers into a kernel (1 array has the rates, other array has the grid that the rates are known on)
• Do the charge exchange kernel
• Formulate test(s) to verify momentum and energy exchange.
